I have a level 34 bard and have been trying to get the hang of swarm
kiting without much luck.. I run in a circle, watch from 3rd person
view, and use AOE dd spells but as soon as I let them get close enough
to be hit by the AOE they hit me for more damage than I'm doing to
them. I've been trying in Overthere due to the wide open plains but
it doesn't seem to work well. Anyone have any pointers on how to get
the hang of doing this? Has it been nerfed or something? What are
the best zones and type of mobs to do this on around this level?

Any help is greatly appreciated.

What you're attempting to do is called "AE kiting", not swarm kiting.
Swarm kiting involves the use of charm (level 27 song).

There are a number of ways to do AE kiting without getting hit (provided
the mob's melee range is smaller than the range of your AE song). One of
the simpler ways is to run in a square pattern (some call this box
kiting)... you run till you're a certain distance from the mob, start your
AE song, then take an abrupt right turn. If you time both the turn and the
song right, you will DoT the mobs, and they won't touch you. After the
turn, you rinse and repeat, probably with your second AE song (level 18).
From these "run straight and right turns" you will be running a square or
rectangular at least, pattern. Now you can vary the angle of the turn and
get other patterns such as a triangle, pentagram, etc., but you'll need to
change the timing of the song and distance from the mobs at which you begin
your turn. The deal is, if you make the angle consistent, it will become
more easy to judge the distance and the timing.

For a while there it was made easier because wrong coding made the extended
notes aa effect harmful songs. That was recently fixed/nerfed, but it is
said that it is still possible to pull it off with patience, practice and a
good connection. There are guides and advice threads for this on a few bard
sites I go to (but I personally have never done it).

At your level, I'd try chantkiting.

Any bard can do a threetwist; if your connection is good you can do a
consistent fourtwist. Target a mob, get in range of it, twist three DoT
songs and Selo's with your best percussion equipped. Mob chases you, you
run the other way. Pick up a few adds (it's important) and stay out of
range.

Why adds? Because a single mob that's hurt will run unless it has friends
around. So by keeping a few adds on the same faction set as what you're
kiting, you'll keep the mobs moving after you and you won't have to chase
them. Not to mention that your next target is following you around - no
need to hunt for 'em.

Charmkiting / swarmkiting is much more complex, but far faster XP. For
that, I refer you to eqdiva as others have.
