In Freeport you can get them from:
WFP: Militia House (guy just inside door to the right)
NFP: Mage Tower (guy off to the corner to the right of the doors) and
War Temple (guy to the left inside the door)
SFP: The boat near the north edge of the map (lady on the dock just
before stepping on the boat)

The people I indicated are the first ones to get the writs from, they
will lead you to the higher ones.

In Qeynos, it depends on your level. Up to level 19, you get the writs
from an apprentice just inside the mage tower in South Qeynos, from Guard
Williamson in front of the castle in North Qeynos, from a halfling next to
a tree near the temple of life entry area in North Qeynos, and from
Wanderer Greencoat (I think that's the name) at the base of the lift in
Eldar Grove. Level 20-24 (and maybe higher), you get them from 4 other
NPCs that are not far from the 4 for lower levels. If you talk to the 4 I
mentioned above, they will tell you who to get them from. As I recall, one
is inside the mage tower, take the portal next to the apprentice. One is
outside the Temple of Life, but in the area where the temple is. One is
next to the castle door, and the last one is up in the tree house (take the
lift next to Greencoat).

I suppose work orders from The Ironforge Excange are a kind of writs too,
since you get faction standing and status points for doing them. They can be
obtained from Executor Adept Sal'ynelle in The Ironforge Estate in the
northern part of NQ.

Yeah, they are tradeskill writs, that do the same as the four kill
something writs. They also pretty well suck in comparison if you ask me.
They get fairly expensive to do, and you lose the items you make, so you
can't sell them to try to make up the cost.

They don't suck at all. As a level 22 Provisioner the goods might cost
20 or 30s at the most, usually a lot less, and you get 1g 8s as the
reward for completing the quest. I made about 5g in as many hours last
weekend. Plus it's a lot quicker than going out into Stormhold or TS and
killing a bunch of group-only mobs (unless you have a group at your beck
and call).

That is new, when I did the writs, the only reward was status points, I
just heard yesterday that they changed it to add a cash reward too, so,
I'll be givin them a try now.

But you get paid handsomely by the dispatcher. 1g 8s at lvl 23 is at least
as much as I can typically get on the market for 10 of the weapons I can
make, and it's much less than it costs me to produce, because I cooperate
with a couple of guild mates who supply chemicals, staffs and pommels.

Furthermore, if I were to sell them myself, they would take up a lot of room
because they don't stack.

I find it much quicker to earn a living as a weaponsmith doing writs and
workshop orders than trying to sell my rather ordinary weapons myself. And
on top of that, I get status and faction points, and I help my society and,
one day, hopefully, when I'm worthy to become a patron, my guild.

That is a recent change. When I did mine, there was no cash reward at
all, just status points.

I will be giving it a try again, now that they have added the cash
reward.
